Outbox Replay

Manually intervene with the outbox pipeline — retry existing failed records or create new outbox entries from scratch.

Retry by Outbox ID

Resets FailedAt and FailedCount on existing outbox records so they are picked up on the next polling cycle.

Creates brand-new outbox records for a given event type and list of entity IDs.
